## The event matters because of the physical system it touches

- **Exposed asset**: A measure or incident changes access, availability or cost.
- **Territorial dependency**: Impact varies with the grid, the fuel and the market.
- **A decision hard to justify**: Without sources and dates, it is hard to explain what was known.

## Your perimeter

- Market

## From the published measure to the asset you depend on

New version of the voltage-control service (P.O. 7.4) (CNMC · Spanish Official Gazette, 10 Jul 2026)

- Higher pay; only 17% of plants are qualified (Red Eléctrica note · 23 Jul 2026)
- Your 2 solar farms, not yet qualified (Your assets)

What to check:

- Technical qualification requirements
- Possible income from the service

## Voltage control: paid service, 17% of plants qualified, deadline 31 March 2027

The 28 April 2025 blackout pointed at gaps in voltage control. In June 2026 the CNMC approved a new, paid voltage-control service open to plants from 1 MW. A month later Red Eléctrica said only 17% of plants were qualified.

### What finding out late cost

- 15 GW of generation lost in about five seconds on 28 April 2025, around 60% of demand ([Newtral · Prime Minister's statement](https://www.newtral.es/sanchez-comparecencia-apagon/20250429/))
- 17% of plants qualified for the service, July 2026 ([Red Eléctrica · 23 Jul 2026](https://www.ree.es/sites/default/files/2026-07/2307_NP_RRTT_2026.pdf))
- €214m/yr CNMC estimate of what the service will pay out each year ([BOE · CNMC resolution 30 Jun 2026](https://www.boe.es/boe/dias/2026/07/10/pdfs/BOE-A-2026-15127.pdf))

### From day 0 to where it hurt

- 28 Apr 2025: Iberian blackout: 15 GW lost in about five seconds.
- 20 Mar 2026: ENTSO-E's expert panel cites gaps in voltage and reactive-power control.
- Day 0 · 10 Jul 2026: New P.O. 7.4 published in the BOE; in force the next day, open to plants from 1 MW.
- Day 13 · 23 Jul: Red Eléctrica: only 17% of plants qualified.
- 31 Mar 2027: Last date for plants required to adapt; penalties apply to non-compliance.
