## A small part can stop a whole line

- **Critical material**: An export restriction reaches a component several tiers upstream.
- **No immediate alternative**: Switching supplier mid-order leaves no room to negotiate or qualify.
- **Production sequence**: A missing reference reschedules shifts, batches and deliveries.

## Your perimeter

- Components
- Suppliers
- Stock
- Orders

## From the published measure to the component worth checking

- The measure lists products subject to controls (Official announcement 18/2025 · classification to verify)

What to check:

- Composition and classification of each part
- Supplier, open orders and qualified alternatives

## Rare earths: 45 working days for a licence, a few weeks of magnets in stock

On 4 April 2025 China put seven rare earths and their magnets under export licence. Within two months, car lines stopped in Japan, the US and Europe. The expanded October controls are suspended only until 10 November 2026.

### What finding out late cost

- 94% of the world's sintered rare-earth magnets are made in China (2024) ([IEA](https://www.iea.org/data-and-statistics/charts/china-s-share-in-rare-earth-magnet-production-2024))
- 45 days working days of licence review per application, before shipping ([Adamas Intelligence](https://www.adamasintel.com/china-us-deal-believe-it-when-we-see-it/))
- −74% Chinese magnet exports in May 2025, year on year ([SCMP · China customs · Jun 2025](https://www.scmp.com/economy/china-economy/article/3315251/chinas-magnet-exports-us-slammed-may-beijings-rare-earth-curbs-hit-data))

### From day 0 to where it hurt

- Day 0 · 4 Apr 2025: MOFCOM announcement 18/2025: seven rare earths and magnets need an export licence.
- Day ~50 · late May: Suzuki halts the Swift in Japan; Ford stops its Chicago Explorer line for a week.
- Day 61 · 4 Jun: CLEPA: several European lines and plants shut; only about a quarter of licence requests approved.
- Day 76 · 20 Jun: Customs data confirms it: magnet exports down 74%. Whoever looked now was already short.
- 10 Nov 2026: The one-year suspension of the October expansion expires. The April controls remain.
