## Defence tenders: 35 days to bid, and four in ten contracts get a single offer

Spain authorised a €723.9m framework agreement for tactical vehicles in April 2026, and Portugal joined it with EU SAFE loans. For a workshop that could supply the contractor, the window to position itself is counted in days.
